Joseph Warren “Mr. Joe” Proctor, Sr. passed away Thursday, December 7, 2017. Funeral services will be held at 3:00 p.m., Sunday, December 10, 2017, at Paran Baptist Church, 5691 Hwy 42 North, Forsyth, GA 31029. Burial will be private. Rev. Baker Earwood will officiate. The family will greet friends the day of the service from 1:30 p.m. until 3:00 p.m. at the Church. Mr. Proctor, the son of the late Joseph Everette Proctor and Frances Seymour Proctor was born November 29, 1931, in Forsyth, Georgia. His first wife, Anne Williams Proctor preceded him in death. He was a graduate of Mary Persons High School, a graduate of Mercer University with a degree in finance; several post graduate courses in finance and accounting. Mr. Proctor owned and operated several businesses in the High Falls area including High Falls Milling Company and Proctor Lumber Company. He was a proud veteran of the United States Air Force serving during the Korean Conflict. Mr. Proctor was a member of Paran Baptist Church, American Legion, Veterans of Foreign Wars, Monroe County Moose Lodge and GA Association of County Commissioners. He served as Justice of the Peace for Monroe County and served as Monroe County Commissioner (with the exception of a few terms) in excess of forty years. During his tenure he had many visions to make Monroe County great and with the help of other like-minded commissioners many were accomplished. Some of the most important were, County Wide Fire Department, Water System and Garbage Disposal, Enhanced Emergency Medical Service, Road Paving and many others. He was known affectionately for many years as the “Mayor” of High Falls and the go-to man if you needed to get something done. His contacts not only included local elected officials but state representatives, senators and governors as well as many influential people in Washington, DC. Survivors include his wife, Geri Proctor of High Falls; son, Joey (Susan) Proctor of Forsyth; daughter, Linda (Lane) Staples of High Falls; stepson, Wayne Shivers of Newnan; step-daughter, Kristal (David) Dunn of High Falls; eight grandchildren and eight great grandchildren.Monroe County Memorial Chapel has charge of arrangements.
